摘要
1968年,美国邀请苏联举行防止海上事件谈判,以降低两国发生海上事件的可能性,防止两国因海上事件发生冲突,维护美苏关系的稳定。1971—1972年,美国与苏联进行了两次防止海上事件谈判,并于1972年5月签署了《美苏防止海上事件协定》,为两国海军规定了行为规则和作业规范,建立了预防和处理海上事件的措施与机制。该协定的签订,使两国间的海上事件大为减少,两国关系进一步缓和,促进了世界和平,并为其他国家解决类似问题提供了思路。
The United States and the Soviet Union held talks on preventing incidents at sea twice between 1971 and 1972,and signed the 'US-Soviet Agreement to Prevent Incidents at Sea' in May 1972 which provided rules of conduct and operation for the two navies and established measures and mechanisms of preventing and dealing with incidents at sea. The signing of the agreement made the number of incidents at sea decrease significantly and promoted the further detente of US-Soviet relations and world peace and provided other countries with ways of solving similar problems.
