摘要
网络群体性事件是群体性事件的一种新的特殊形式,网络的普及客观上加大了群众参与群体性事件的可能性。网络群体性事件常常误导民众、制造矛盾,使事态失控或恶化,引发现实突发事件,其影响要远远大于传统的群体性事件。对于网络群体性事件的治理,必然关系到社会的和谐稳定,因此,要不断完善我国的网络政策法规,从技术层面加强网络管理,积极搭建政府与民众的网络对话平台,建立舆论监控机制和预警机制,同时,政府要加强引导,真正提高网民素质。
The mass Internet incident is a new form of the mass incident, and the popularization of Internet makes it possible for the public to take part in mass incidents. This kind of incident exercises greater influence than the traditional one. For instance, it misguides the public, creates contradictions, makes incidents out of control and easily triggers emergent incidents. Since handling mass Internet incidents bears on social harmony and stability, it is necessary to constantly improve the country＇ s intemet -related laws and rules, strenghthen intemet control, be active in creating an internet platform for dialogue between the government and the public, establish a system for monitoring public opinions and an early warning system, and adopt measures to guide public opinions and improve netizens＇ quality.
