摘要
人民政协是我国基本政治制度的实践之地。提案是人民政协履行基本职能的主要载体。通过认识提案运作过程的规律,从实证角度考察、研究政协提案在表达(整合、实现)民意、发扬人民民主中的有关问题,有助于从动态中把握提案民意表达机制中的一些症结问题,并找到提高、完善提案民意表达成效的路径,对于挖掘现有政治资源的潜力、提升人民政协的政治功能,具有重要的实践意义和理论意义。
The CPPCC is a place to practice China＇s basic political system. Proposals are the major carriers for the CP- PCC to perform its basic roles. By understanding the rules for proposal processing, investigating positive point of view, the roles of CPPCC＇s proposals in expressing public opinion and advocati and studying, from the ng people＇s democracy, it may be beneficial for us to identify the crux in expression of public opinion through proposals and find out ways to improve. It is of great practical and theoretical importance for us to exploit the potential of existing political resources and upgrade the CPPCC＇s political functions
