摘要
在党中央"四个全面"治国理政的战略布局下,在加强社会主义协商民主建设的新形势下,人民政协的重要作用日益凸显。人民政协是人民民主的重要实现形式,人民政协提案工作是人民政协履行职能的最直接有效的方式和重要载体,研究提案工作制度有着重要的理论与现实意义。本文归纳了提案工作制度的阶段发展与学术研究状况,梳理了新时期提案工作制度的重要文献和研究成果,并以此为基础提出人民政协提案工作制度需要深入研究的几个问题。
After the Central Committee of the China Communism Party framed the Four Comprehensive Strategic Layout, Chinese People＇ s Political Consultative Conference （CPPCC） is playing an increasingly important role in strengthening the construction of socialist deliberative democracy. CPPCC is also an important access to the reatization of people＇s democratic right. Motioning proposals is the most direct and effective means to perform CPPCC＇ s duty. Therefore research on its proposal system is of great theoretical and practical significance. This essay sums up the progress phases of CPPCC＇ s proposal system with relative researches done, especially important literature and studies in the new period. On this basis, some suggestions have been made in this paper to merit further study.
