摘要
单纯从自然因素的角度来讲,西部生态脆弱地区开发的"度"受自然资源的制约。把握西部生态脆弱地区开发的"度"是贯彻落实科学发展观的重要体现形式。生态效益与经济效益的相互转化关系是把握"度"的理论依据;主体功能区构建的设想是遵循"度"的政策导向,生态补偿机制的逐步完善是实践"度"的制度保障。
It is presented simply from the angle of natural factors that the ＂degree＂ of development in western ecological fragile zone is confined to the natural resources. So it is an important embodying form of carrying out the scientific concept of development to keep the proper ＂degree＂ of development in western ecological fragile zone. Specifically speaking, the mutual transformation of ecological benefit and economie benefit is the theoretical basis for keeping the ＂degree＂ ; an assumption of constructing main function area is the guide to follow the policy about the ＂degree＂; and the gradual perfect of ecological compensation mechanism is the system assurance to put the ＂degree＂ into practiee.
