摘要 让政策、制度加速教师的成长,而不是束缚教师的成长,必须扭转教师培训合法性危机并获得合法性。为保证教师培训政策的合法性,要强化培训机构的法人概念,实施培训管理者以提倡学习、发展和改进绩效的工作方式为组织机构服务,提升培训效率,加强在职教师培训的经常化、制度化与操作性、可测性的结合。而人性视阈下培训合法性的前提,在于教师培训的最深刻、最核心的人文本质,顺应"师"意,以"师"需为本,拓展人性的内容,以做到制度安排的科学性与合理性。 To have the system accelerate, but not fetter the teachers'growth, we must extricate the crisis of legitimacy teacher training faces and make teacher training legal. In order to guarantee the legitimacy of the teacher traning policy, we should strengthen the concept of legal persons of training organizations, and administrators of training should serve the organizational establishments by the methods of advocating study and improving performance, so that efficiency will be improved. Besides, the on-the-job training should be regular, institutionalized, operational and measurable. The prerequisite of training legitimacy from the perspective of human nature lies in the deepest and most central nature of teacher training, complying with the will of teachers and treating teachers' needs as the base. We should also broaden the content of humanity so that the scientificness and rationality of institutional organization can be achieved.
