摘要
节约用水是世界各国解决水资源短缺和水环境污染问题的重要措施。珠三角地区目前面临较为严重的水环境问题,治理和改善水环境是当前推动珠三角地区可持续发展的紧迫任务。节水减排是一种从源头上解决水环境问题的战略措施,然而在珠三角地区一些单一产业工业园区,比如电镀工业园、纺织工业园,采用BOT&TOT模式建设运营,由于在运行收费机制上设计不当,以及政府和项目公司在风险分担方面权责不分明,导致工业园BOT&TOT项目阻碍节水工作的推进。文中分析了珠三角地区BOT&TOT模式下建设运营的污水处理项目存在的问题,介绍了其他国家和地区在BOT&TOT项目上的经验,为珠三角地区走出节水困境提供一些政策建议。
Water saving is an important measure to solve water shortage and water pollution problems all over the world. Pearl River Delta region is facing serious water environment problem currently, governancing and improving water environment is an urgent task to promote the sustainable development of Pearl River Delta region. Water saving and wastewater minimization are strategies to solve the environmental problems from the root. However, due to the misconduct of the design on running and pricing mechanism, as well as the government and the project company being not clear in the risk-sharing aspects of powers and responsibilities, the promotion of water saving technique in some single industry industrial parks using BOT ＆ TOT pattern in Pearl River Delta, such as electroplating industrial park, textile industrial park were hindered. The problems in building and operating wastewater treatment projects based on BOT ＆ TOT pattern in the Pearl River Delta region were analyzed, meanwhile, the experiences of other countries and regions on BOT ＆ TOT item were introduced, which provided some policy recommendations to the enterprises in Pearl River Delta region for water saving and help them out of trouble.
