摘要
提升农业竞争力对解决三农问题,促进社会和谐发展具有非常重要的作用。而农业的规模化和产业化是提升农业竞争力的重要前提。要实现农业的规模化和产业化,必须以城市化为助力,减少农民,聚集土地。城市化可以有效提升农业竞争力。实行新型城市化战略,应从转移农民的去向、农民进城的意愿、城市的接纳力、进城的速度、户籍制度以及与其有关的各种制度和土地流转等方面解决农民进城问题,最终达到提升农业竞争力的目的。
Enhancing the competitiveness of agriculture is very important to solve the three rural problems to promote the harmonious development of society. Scale and industrialization of agriculture is an important premise to enhance the competitiveness. To realize the scale and industrialization of agriculture, we must reduce the number of peasants and gather lands with the help of urbanization, of which can effectively enhance agricultural competitiveness. In order to carry out newly-urbanization strategy and the purpose of promoting agricultural competitiveness, We should solve the problem of farmers entering cities from the aspects of the destination, the willing to move into cities, and the acceptance of cities, the speed of entering cities, the household registration system lands circulation and other related systems, and so on.
