摘要
高校目标管理就是高校管理者依据党和国家规定的教育管理目标及方针政策,结合高校实际,制定高校的总体目标,然后将总体目标分解到校内各部门和个人,形成有机的目标链,使个人目标、部门目标和高校总目标融为一体,并通过目标对所有部门和个人进行管理的一种管理方式。高校目标管理具有主客体关系的辩证性、目标的多元性与一致性、条件的适应性与设计的整体性、全员的参与性与手段的灵活性等特征。实施高校目标管理的策略在于合理制定目标、有效实施目标、科学考核目标、适时反馈目标。
Management by Object {MBO} in Higher Education Institutions is a kind of managing methods that according to the Party and nation's educational administration objects, specific policies as well as university's reality, superintendents make university's general objects. The general objects will be decomposed to various departments and individuals to form an organic object chain, which makes individual objects, department objects and university's objects merge into one organic whole. MBO in higher institutions has following characteristics: the relative relationship between subjects and objects, the multiplicity and uniformity of objects, the compatibility of conditions and integrity of design, the participation of whole staff's and flexibility of methods. In view of these characteristics, the implementation strategy of MBO in higher institutions lies in the reasonable formulation of objects, the effective implementation of objects, the scientific assessment of objects, the feeding back of objects at the right moment.
