摘要
由于全国性开发区法律的缺失、政府社会服务职能的缺位、社会中介组织发育的不健全,导致我国开发区管委会管理职能权限模糊,开发区可持续发展乏力。因此,唯有以法律明确开发区管委会的行政主体地位,转变政府职能,并积极扶持社会中介组织,方可明晰管委会的管理职能,从而促进开发区的健康发展。
Our development zone's management functions are not clear and our development zones are not going well because of the irregular social intermediary organizations,the lack of social service function of government,and the interrelated legislation about development zone.So if we want to improve the management function of management committee,and make sure everything in development zone are going well,the only measure we should take is to establish the status of subject of administration,transform our governmental functions,and improve our social intermediary organizations by laws.
