摘要
美国的高校教师资格认定机构包括校外和校内两部分。校外机构的认定由经美国高等教育认证委员会(CHEA)和联邦教育部认可的8个资格评审机构实施(其中6个为地区性认证机构,2个为全国性认证机构);校内机构是在高校内部设置的负责教师资格认定的机构,其名称多种多样。无论是校外机构还是校内机构,它们都按照明确的标准对教师资格作出认定。美国高校教师资格认定的程序包括提交申请材料、审核和认证三个步骤。美国高校教师资格制度在实施中表现出非官方性、多样性和可操作性的特点。美国的高校教师资格制度还有一些不足,完善其不足是今后美国深入改革其高校教师资格制度的方向。
The American faculty credentials institution includes such two parts as external and internal of schools. The external institution includes eight faculty credentials institutions which are admitted by CHEA and the MOE of the federation (six of them are regional institutions, and two of them are national ones). The internal institutions are established inside of higher institutions, whose names are various. No matter what they are external or internal, all the faculty credentials institutions would accredit the faculties according to the explicit standards. The procedures for faculty accreditation include three steps as summiting application materials, auditing and accreditation. The American faculty credentials institution has the characteristics of non-governmental, diversity and maneuverability. However, it also has some shortages, so making it better is the direction of the further reform on faculty credentials institution in America.
