摘要
环境标准作为环境法体系的重要组成部分,是环境法制建设的基础,环境立法、执法、司法、守法都有赖于环境标准的建立。我国环境标准的制定程序不合理,严重地制约了环境标准应有作用的发挥,进而影响整个环境法制的实效。结合我国的实际完善环境标准的制定程序,具有十分重要的意义。
As the important constituent of the environment law system,the environment standard is foundational in the environment legislative work.The environment legislation,the law enforcement and the judicature,all depend on the environment standard establishment.But our country environment standard formulation procedure is unreasonable,seriously restrict the environment standard to be supposed and function properly.It also restrict the environment legal system to exert its actual effect.According to our country the actual and consummating environment standard formulation procedure,to establish the environment standard has the extremely vital significance.
