摘要
环境工程技术规范作为指导性文件在我国环境治理工程的各个环节发挥着重要作用,而环境工程技术规范的制修订工作近年来得到了较快发展,其科学化、系统化等问题也越来越受到关注。介绍了环境工程技术规范体系的4部分构成,即通用技术规范、工艺技术规范、重点污染源治理工程技术规范、污染治理设施运行技术规范;阐述了环境工程技术规范体系的发展现状,并对其急待完善的规范完整性、时效性、后评价制度等主要问题进行了分析;提出了环境工程技术规范体系应加强标准体系的创新工作、与欧盟和美国等先进标准体系接轨等发展方向。
The paper is aimed at presenting our proposal on a model of the technical specifications of a normalized environmental engineer- ing system in China, As is known, environmental engineering technical specifications are important part of controlling specifications for the optimistic environmental standards, which can be taken as a guide for dealing with and discussing technical processing environmental engineering problems, including the design, building, manipulation and management of such problems in a scientific sense. As is known, the state and the central government has so far and will have put forward about 80 such technical specifications by the year of 2010. In the meantime, many of such items have been brought about under revision and perfection, which is mainly focused on the study of how to make the above said speculations as much scientific and systematic as possible step by step. It is just for this purpose that we have built up and introduced a system of the environmental engineering technical specifications, which covers items of general specifications, the items for particular technical specifications, those on the ways to treat main pollution sources, and those on the operation of pollution-processing facilities. While analyzing such technical specifications and their re lated problems, such as its integrity, time-efficiency and post-evaluation and so on, discussion has also be given to the approaches to further optimization in China' s actual environmental reality and reference documents offered by quoting the advanced standard systems currently adopted by the U.S.A. or the EU.
