摘要
主流国际关系研究通常假定国家行为体是理性人或者社会人,其行为分别遵循后果性逻辑和适当性逻辑。沟通能力的假定则力图融合两种行为逻辑,以更好地理解行为体的互动。由于理性主义所假定的无政府状态及其研究设计,行为体在互动中的沟通能力被忽略。带有结构偏向的建构主义研究忽视行为体的施动性,假定行为体的适当性逻辑,也回避了行为体的沟通能力。沟通能力回归研究视野将为国际合作研究开辟空间,也从普遍语用学的角度丰富了建构主义互动论。
Mainstream International Relations studies generally assume state actors as rational or social,whose actions follow logic of consequences and appropriateness respectively. The assumption of communicative competence tries to integrate the two logics to get a better understanding of interactions. State actors' communicative competence is neglected due to the assumption of anarchy and the research design of rationalist studies. Social constructivism with a structure bias also skirts around actor's communicative competence because of its neglect of agency and assumption of logic of appropriateness. The return of communicative competence will help open new space for international cooperation studies and enrich constructive interaction theory from the perspective of universal pragmatics.
