摘要
以人为本既是指导改革的重要理念,又是改革的基本目标。就当前情况而言,在改革的思想保障上,以邓小平理论、"三个代表"重要思想和科学发展观为统领,确保改革的人本方向;在改革的方法选择上,完善工作方式和工作思路,在体制转型、机制转轨中实现以人为本;在改革发展的基本要求上,全方位多层面把握当前的社会矛盾,在改革中落实以人为本;在改革的价值取向上,从解决民生问题的现实要求出发,在改革中体现以人为本。
People-orientated thought and the reform connect closely, this kind of relation manifests in the current reform practice as follow： taking the important thought of ＂Three Representatives＂ and the scientific development view as the instruction guaranteeing the reform direction, grasping the current society contradictory in the omni - directional multi - dimensions, carting out the people-orientated thought in the reform, and starting from the requests of solving the problems on the people＇ s livelihood.
