摘要
从产业集群发展升级及地方政府治理的必要性入手,讨论产业集群发展升级中地方政府治理的趋势,从地方-全球的视角分别阐述了地方政府在治理中的职能定位,最后以温州为例来研究地方政府治理在产业集群发展升级中的效用。
The industrial cluster is one of the most important patterns in regional economic development.However,in the process of globalization and localization,it shows its latent negative sides to some extent.In this paper,with the need of local government＇s governance in the industrial clusters＇ development and upgrade,the trend of local government＇s governance was discussed.Then from the viewpoint of both regional and global development,the function of local government in the governance process was illustrated.Finally,Wen Zhou being taken as an example,the governance role that local government played in the clusters＇ development and upgrade was described.
