摘要
政府在高科技产业中的作用过去一直集中在政府支持本国生产者的研发活动，保护国内市场，和在国际贸易中帮助本国生产者争取开拓国际市场的有利条件等方面。随着生产活动的全球化日益加深，一个日趋复杂的跨国产业网络正在逐步形成，不同国家、不同区域之间的物质、信息和人员交流日益频繁，区域之间的相互依赖性不断增强。政府在产业发展中的角色正在发生深刻的变化。
Through the case study on three PC - related industrial clusters in China, this paper examines the changing role of state in the development of high - tech manufacturing in the context of Chinese transitional economy. Following a brief review on the in-dustrial cluster and the dynamics of global PC market environ-ment , the different role of state in the development of three local PC- related industrial clusters is analyzed. Finally, the institu-tional challenges of the role of state in the development of local high tech manufacturing under globalization are specified.
