摘要
能源短缺已成为未来中国经济发展的最大瓶颈之一,生物质能源是石化能源的重要替代能源。本文应用SWOT分析方法,分析黑龙江国有林区发展生物质能源的优势、劣势、机遇和威胁,提出黑龙江国有林区发展生物质能源应选择以地方政府政策导向战略(S-O战略)为主,科技扶持战略(S-T战略)为辅的双重战略,并提出相应对策建议,以期探索国有林区生物质能源发展方向。
Energy shortage has been one of the key bottlenecks that restrict the development of China.The biological energy is an important alternative energy of the petrochemical energy.The superiority,weakness,opportunity,and threat of developing biological energy in Heilongjiang stated-owned forest area by using SWOT method were analyzed in this paper.To develop biological energy,the double strategies were proposed,in which the local government policy oriented strategy（S-O strategy） was primary,and the technical support strategy（S-T strategy） was secondary.And the corresponding countermeasures were put forward to discover development directions of biological energy in state-owned forest areas.
