摘要
随着知识经济的发展以及高等教育市场化进程的推进,台湾地区高等教育逐渐朝向多元化与民主化的方向发展,高校专业设置政策从原本的严格控制型态转变成了总量管制。总量管制政策的实施解决了旧政策及制度上的诸多问题,更加有利于高校专业设置自主权的落实、专业审查程序的简化、专业设置与调整弹性的提高、减弱外力对高校专业设置的过度介入等。同时,也存在若干缺失之处,比如台湾高校专业设置趋同化、争热门的现象更趋明显;高等教育尚欠缺替代"政府控制"的有效竞争机制等。
With the development of the knowledge economy and the marketization of higher education,higher education transforms to diversification and democratization gradually in Taiwan,and the policy's tendency of the establishment of specialty in HEIs changed from strict control to total load control.It resolved some matters that existed in the old policy and system,that is,universities realized the freedom right,the procedure of the specialty examination has been predigested,the flexibility of the establishment and adjustment of specialty has been enhanced,the outside forces which influence the specialty has been weakened and so on.At the same time,this paper holds the opinion that the policy of total load control has some problems.
