摘要
人力资源数量过剩和短缺并存是公共部门人力资源管理的一个悖论,它源于公共部门中人的相对恒定性和事的相对变化性之间的矛盾。合理预测"事"、确定"三定"周期、完善部门间人员借调机制、建立外部人员利用机制及业务外包是化解这对矛盾的有效措施。
It is a paradox for the public human resources management that the surplus and shortage of human resources coexists, which is caused by the contradiction between the relatively invariance of man and variability of affair. Reasonably forecasting "what is a matter", determining the "three designates" cycle, and improving the inter-departmental staff seconded mechanism, establishing a mechanism for external use and business outsourcing are effective measures to resolve this contradiction.
