摘要
普通话是规范化的现代汉语标准语。普通话水平测试原则上是对操汉语方言的人使用共同语所达到的规范程度和熟练程度的测试和评估。文章重点重申了母语标准语的训练、评测与第二语言的学习、评测的区别,并且指出普通话水平测试只适用于具有相应文化水平和业务素质要求的群体,该测试方案、内容及范围,是根据测试对象从业素质要求以及他们必须具备的语言规范程度来制定的。
Putonghua is a normative modem Chinese language. In principle, PSC （Putonghua Shuiping Ceshi ） is to evaluate the degree of standardization and proficiency of dialect speakers using Mandarin Chinese. In this paper, the difference of training （learning） and test between speakers in mother tongue and those in second language is reiterated. It also points out that PSC is only applicable to those who have certain level of literacy and professional qualification requirements. The general framework, content and scope of PSC has been established according to the test takers＇ Chinese proficiency and professional qualifications.
