摘要
长期以来,我国在评价武器装备的质量时,往往只着眼于战术性能指标,强调武器装备的战斗效能,而对装备的费用问题未足够重视。在对我国军品价格管理现状分析的基础上,运用全寿命周期费用法对军机的寿命周期各个阶段的费用进行预算、细化、建立估算模型等,结合我国目前实现的合同制采办管理方法,设计一个基本的定价决策支持系统结构,通过合理分配各阶段的费用,有效地辅助军机的定价决策。
When we are evaluating the weaponry quality, we always emphasize the weapon system effectiveness, ignoring the importance of weaponry＇s cost. In this paper, the author will firstly analyze the status of our.country＇s weaponry price management, and then use LCC to analyze the life-cycle cost of military aircraft in the system＇s whole life-cycle phases. Finally the author will integrate the contract management and the milestones method of weaponry to improve our weaponry price decision, by building a Weaponry Price DSS based on LCC evaluation.
