摘要
政府职能并非僵化不变的单一模式,它是在社会实践基础上的抽象和理论分析的结果。同时,它也是随着社会实践所提出的要求而不断变化的,从放任政府到全能政府再到有限政府的演变过程,如何处理政府与市场的二元关系是贯穿其中的主线。因此,政府职能的界定以处理政府与市场的关系为核心内容。社会经济的发展是第一要义,由此围绕着政府如何处理政府与市场的关系这一问题生发出对政府职能和模式的探究与考察。西方国家政府发展的历程表明:政府职能的发展是与社会现实紧密结合的。而今,当代社会出现了一些新特点,如市场化、全球化、信息化等趋势,对政府职能的界定无疑是对社会实践的回应。因而,这里的有限政府并非政府模式的终点,而是尚在嬗变与重构中的一个阶段。
Government functions are not a single rigid model, which is based on the social practice of the abstract and theoretical analysis of the results. Western countries show that the course of the development： the development of government functions is closely integrated with the social reality. Now, contemporary society there are some new features, such as markets, globalization, information technology and other trends, the government is defining the functions of the social practice response. Thus, where the government is not a government limited the terminal mode, but is still in the evolution and reconstruction phase.
