摘要
根据《高等教育法》的授权,美国建立了有关教师培养质量的报告制度。2002年,美国教育部长按照这一制度的要求向国会提交了第一份关于教师质量的正式报告。本文对报告的背景及主要内容进行了详细解读,结合后续报告分析了美国教师培养与认证制度改革的发展方向,并提出了有待继续思考的问题。
Under the 1998 reauthorization of the Higher Education Act, the secretary of education is required to issue annual reports to the Congress on the state of teacher quality nationwide. Meeting the Highly Qualified Teachers Challenge is the inaugural report on this issue. This paper interprets the background, key points of view and main suggestions on American teacher preparation and certification reform and put forward some questions that need further studies about teacher quality and professionalism.
