摘要
农村居民消费需求是扩大国内需求的重要组成部分,是推动经济增长的重要动力之源。回归分析表明,政府财政对农业的各项支出提高了我国农村居民的可支配收入,从而促进了农村消费的增长,农村消费需求与GDP增长存在着显著的正相关性。在我国,农村基础设施建设薄弱已经成为限制农村消费的最大障碍,农村生活消费需求不足主要表现为恩格尔系数较高,教育、医疗、社保、文化消费等方面欠账太多,政府财政支农支出不足已成为影响农村消费需求增长的瓶颈。新农村建设财政支出从生产资料需求与生活资料需求两个方面,对刺激我国农村消费需求的增长提供了契机。一是增大财政支农投入力度,建立资金稳定增长机制;二是突出财政支农重点,改善农村消费环境;三是运用财政与金融手段,促进农村消费增长;四是调整农村消费品的供给结构,完善农村商品销售服务网络。
The consumption demand of Chinese farmers plays an important role in increasing the domestic demand and is a key motive power for promoting the economic development. The relevant regression analysis shows that the government financial expenditure on agriculture has helped increase the disposable income of Chinese farmers and quickened their consumption. There is clear and direct relevance between the rural consumption demand and the growth of GDP. The weak basic facilities in China＇s countryside are the biggest obstacle in increasing the rural consumption. The weak consumption demand in China＇s countryside finds expression in the high Engle＇s coefficient and poor expenditure on education, medical service, social security and cultural development. The inadequate government expenditure on agriculture is also a major obstacle. The financial expenditure for constructing the new countryside is a good opportunity to increase the rural consumption in China, which should include a stable growth in agricultural investment, a focus on some key projects for a better consumption environment, more rural consumption through financial means, and the improvement of the supply structure of the consumer goods and better service network.
