摘要
提出一种用全寿命周期成本(LCC)分析和计算对变电站改造实行经济评价的方法,是在综合日本及法国的变电站改造经验及参照了上海市电力公司在泰和站GIS改造方案的基础上形成的,通过对斗山变电站改造工程的经济评价实例,总结出变电站改造经济评价程序,旨在为今后华东电网类似的变电站改造提供一套完整的经济评价方法,也是在华东电网内扩大LCC方法应用范畴的一种全新尝试。其基本思路是结合现有的财务评价方法,以LCC为评价计算的标的,从而更科学和全面地评价变电站改造的经济性。
Based on the substation retrofit experience of Japan and French and the GIS retrofit scheme for Taihe Substation in Shanghai, an economy evaluation method for substation retrofits by using Life Cycle Cost (LCC) is proposed. Through economy evaluation for Doushan Substation retrofit project, the economy evaluation procedure for substation retrofits is summarized. The basic principle of the evaluation method is to integrate the current financial assessment methods and to consider LCC as the benchmark for evaluation computation, which makes the method more scientific and comprehensive.
