摘要
基于对目前城市规划管理工作中存在问题的分析,按照我国规划管理工作改革的总体目标模式,特别是国务院《全面推进依法行政实施纲要》的要求,从建设法治政府所要处理好的政府管理内部关系的角度,重点讨论我国城市规划行政管理制度改革的三个重要途径并加以展开分析:一是在管理方式上要建立决策和执行相对分离的行政框架;二是从纵向结构上合理划分各级政府规划部门的事权;三是从横向结构上理顺规划部门与相关部门的关系。
Based on the analysis of existing problems in urban planning administration, in the light of the general target of planning administration reform especially the requirements of Implementation Outline for Advancing All Aspects of Government Administration in Accordance with the Law by the State Council, this paper analyzes three important approaches of the planning administration system reform： firstly, establishing the administration framework separating decision-making and implementation; secondly, conducting the reasonable partition of rights in planning administrations at different levels; thirdly, balancing the relationship between planning department and other related departments.
