摘要
教育券自在中国实践以来,理论界和实践界产生了不同的看法。“湖北监利变法”、长兴教育券等实践表明,我国教育券的实践在变通,即偏离原初意义上的“弗里德曼”式教育券,日益走向以“教育公平、社会效益、政治价值”为目标导向的变通发展道路。其“本土化”变通主要体现在扶持薄弱学校、资助贫困家庭学生以及支持中等职业教育的发展等方面。
Since education voucher has been put into practice in China, both theory researchers and practitioners have different view. The reform of Jianli in Hubei province and the implementation of education voucher in Changxing show that the practice of education voucher in China is changing, namely to deviate from the original meaning of the Friedman education voucher, and more and more move toward the alternative development path of taking "education equality, social benefits and political value" as the goal orien- tation. The "localization" of adaptation of education voucher reflects in the aspects of supporting weak school, financing students from poor families and improving the development of secondary vocational education.
