摘要
在我国,师范院校从开始创办就实行免费教育,对师范生收费只是"并轨"招生以后的事情。师范院校普遍实行收费,对教育的冲击和影响是社会所始料不及的。"师范生免费教育"政策的回归,是国家对教师教育政策的重大调整,是国家针对当前教育问题作出的重大决策,对落实科教兴国战略、促进教育公平、构建和谐社会、重新认识教师教育具有重大意义。实现"师范生免费教育"方案设计的初衷,应在试点成功以后,尽快在地方普通师范院校推广,并出台配套政策,切实提高"老少边穷"地区教师的待遇。
In our country, the normal colleges and universities were free education from the very beginning. It was after the ＂equally recruiting＂ that normal college students were charged equal expenses as students of ordinary universities. However, the impact and the influence that the common charging caused to the society and the education were unpredictable. The re-administration of ＂free education for normal students＂ policy is significant adjustment of our country＇s teacher education policy and the significant decision in view of the current education problems. It is of great significance to carrying out the nation strategy of science-and-education-prosper-the-country, to the promotion of fair education, to the construction of harmonious society, and to the re-cognition of teacher education. The original intention of ＂free education for normal students＂ policy should, after the success of experiment site, be generalized in ordinary normal colleges and universities as soon as possible. Meanly the government should appear the necessary relative policies, so that practically enhance the payment of teachers in less developing and poor regions.
