Credit Exchange in Higher Education for Adults: Actuality, Cause and Countermeasure

摘要 本文阐述和分析了成人高等教育领域学历教育、自学考试、非学历教育和网络教育学分互认的现状,剖析了学分互认在成人高等教育中的现实选择性,并就政府和高校两个层面提出对策和建议。 Credit exchange is implementing widely and noticeably in some countries of Europe, America and South Asia. In our country, the credit exchange system is tried in various education fields, while many issues are worth exploring. The authors mainly discuss the credit exchange system in China higher education for adults. First, this article introduces the complexion of the formal and informal education, as well as that of the self-taught examination and network education, and then sum up the unbalanced development of credit exchange in these practical areas. The major reason for this phenomenon is the practicers' different attitudes, negative or positive, which root in several aspects: individual schools' different orientations in personnel training objects and levels, that make it difficult in applying the credit exchange; the credit plan and quality standard are not very canonical; there are also some troubles in managing process; the correlative policy is not very appropriate; there is applicable difficulty in interests apportionment. Among all these listed above, the critical reason lies in interest apportionment. After analyzing the international tide of developing credit exchange system, and experiences and difficulties in the practice of China Higher Education for Adult, the authors take the view that it should actualize credit exchange in China Higher Education for Adult. This paper is concluded with the countermeasures to exploring and implementing credit exchange system on government and college aspects.
