摘要
随着乡镇建设工程的规模日益增长,加强乡镇建设工程质量和安全监管的任务十分紧迫。加快建立适合哈尔滨市乡镇建设工程特点的工程质量和安全监管体系,既是保证广大农民切身利益的客观需要,也是促进新农村建设顺利进行的有力保障。按照“体制机制共进、监管服务并举”的思路,提出了哈尔滨市建设行政主管部门加强乡镇建设工程质量安全管理的对策建议。
With the flourish of New village construction all over and the increasingly growth of scale on the village and small town construction project, it is an urgent mission to enhance the quality of project and the safety supervision in country building. We should build system of quality and the safety supervision according with the characteristic of village and small town construction in Harbin. That is external requirement to ensure own benefit of the farmer, and also effective guarantee to accelerate village and small town to go on wheels. In the thesis, according to the thoughts of ＂system and measure are advanced, supervision and service are put forward＂, we put forward proposals of governing department enhancing the quality of project and the safety supervision in country building.
