摘要
无缝隙政府是一种新型的政府再造模式,它已经直接或间接地融入到我国政府改革的实践中。无缝隙政府的建立和社会资本有很大的关联性,社会资本是推动无缝隙政府建立的必然选择。建立全面的无缝隙政府管理模式,必须不断改革我国社会资本的封闭性、不均衡性、多元性及“深度”的社会资本,全面改造政府“关系的社会资本”,树立公民主体精神和公益精神,提高中介组织和民间组织的有效性,并进行制度的建设,形成现代的社会资本网络。
Seamless government is a new model of Reengineering Government that has direct or indirect been integrated into the practice of China. There are many interrelations between building seamless government and social capital. However, that is, the latter is the inevitable choice to promote the former. To establish overall managing model of seamless government, we have to form a network of modern social capital by means of reforming the seam, nonequilibrium, mutielement of social capital and the depth of social capital; reinventing the social capital in government relation comprehensively; establishing of the spirit of subjective spirits and public spirits of citizen; promoting the effectiveness of medium organization and non-government organization; and constructing the system.
