摘要
为适应社会的要求,政府需要一种迅速反应的治理模式。以电子政务作为技术手段,创建迅速反应型政府是政府改革的目标。在迅速反应模式下,要以扩展个人自主空间为指导思想,通过释放市场和合理划分政府与社会活动的疆界来细化职能转变的框架,政府的角色是参与者;政府的结构是"无缝隙"的,具有散布式、虚拟化、团队型、开放性、学习型和柔性化等特征;电子政务是迅速反应型政府的运行方式。
A quick response governing model is desired in today's governments to meet the needs of the society. The reformation should aim at constituting a quick response government by means of a technical tool of e-government. The changing government function frame, which is directed by the ideology of expanding individual independent space, can be embodied through releasing market and distinguishing the boundary between social and administrative actions. Government figures as a participant in quick response model and there is a 'seamless' structure with such characters as decentralization, virtuality, group, opening, learning and flexibility. E-government is the operation mode of a quick response government.
