摘要
我国的公务员职业化还处在探索发展阶段,在这一进程中急需通过能力建设克服公务员队伍中的“本领恐慌”。公务员能力建设是一项复杂而多层次的系统工程,既需要组织提供培训和公务员自身的努力,也需要建立和完善一整套以绩效为导向的管理和考核机制,更要从价值观上培育公务员的职业素养。
Our country's professionalization of civil scrvants is still in the exploring and developing phase,and we starve for conquering "skill panic" in civil servants through capability construction.The capability construction of civil servants is a complicated and muhi-leveled systemic project,which not only requiring organizational training and efforts of civil servants themselves,also requiring setting up and consummating an administrative and assessing mechanism oriented by performance,and more importandy needing to cultivate professional diathesis of civil servants on philosophy of value.
