摘要
高等院校在比较大型的基建工程项目中引进了招投标制度,对加强高校工程建设项目管理起到了积极的推进作用.高校工程项目的特殊性,使得如何规范基建工程招标投标管理成为高校领导层和基建部门必须重视的问题.以此为出发点,分析了高校工程建设项目招标管理过程中存在的主要问题,针对这些问题创建了彼此相对独立的“三位一体”(领导机构、执行机构和监督机构)组织机构体系作为相应的改进对策,并以实例加以说明.此研究有利于高校控制工程建设投资,建立一套完整的招投标管理体系,保证工程质量,缩短建设周期,提高投资效益.
The bidding and tending system is applied in the capital construction projects in colleges and universities, which has played an important role in these projects management. Based on the peculiarity of the university's construction project, the standard of the bidding and tending system is the most important problem to the college and university managements and the construction department. The primary problems in the bidding and tending management process are analyzed. The relative independent new "trinity" organization system is proposed with real studies. The organization system includes the leading department, the executive department and the supervised department. This research makes advantage in the control of the investment in the construction project. It also makes more easy for creating the complete bidding and tending system, assurancing the quality of construction projects, shortening the process of the engineering and improving the benefit of the investment.
