摘要
随着国际国内形势的变化,党的十六届五中全会和2006年全国科学技术大会旗帜鲜明地将技术创新作为我国克服发展瓶颈,实现可持续发展的重要途径。技术创新的主体不是科研院所,也不是政府部门,而恰恰是企业。根据现有的技术创新型国家的理论学说和成功经验,无论从理论还是实证分析,企业都是技术创新的主体,我国应当基金维护和促进我国企业的技术创新能力。
According to the circumstance home and abroad, the 5thmeeting of the 16thCentral conference of the CPC and the National conference on the Science and Technology in 2006 indicate that the technique creation is the important way to overcome the restriction of de- velopment and realize the sustainable development. The dominant force of technique creation is the enterprises rather than the research institution or government. Based on the theofise and successful pmctice of the creative countries, we can realize the dominant status of the technique creation of the enterprises both from the view of theory and example. Hence, we should protect and promote the creative competence of Chinese enterprises actively.
