摘要
分析公共财政的职能;指出,自1949年以来,公共财政一直占水利投入的主导地位;水利工程中公益性工程居多,因而要求水利建设以公共财政投入为主;不同地区水利投入统筹、协调和全面发展要求公共财政发挥主导作用等观点。
This paper begins with the property and function of public finance.Since 1949,the public finance has occupied the dominant position in the water resources investment in China.With regard to the Chinese water resources projects, the common weal projects are dominated.Therefore,the public finance system is needed to play a leading role.Water resources in different regions also require that the public finance system plays a leading role.
