摘要
水利建设特别是防洪等公益性工程需要加强公共财政在投资中的主导地位。同时需要大力发挥市场融资的有效补充作用,利用民间资本、外资、水利债券和股票筹集资金等拓宽水利建设投融资渠道,开展经营权转让、股权转让或资产拍卖等融资手段,建立健全水利建设多元化投融资格局。
The water conservancy construction projects, especially flood control and other projects of public welfare need to strengthen the leading position of public finances in terms of investment. At the same time need to exert an effective complementary role of market financing, broaden the investment and financing channels of water conservancy construction by making use of private capital, foreign investment, water bonds and stocks,carry out some financing instruments such as the transfer of management fights, equity transfer and assets auction. Finally to establish and improve the multi - pattern of investment and financing of water conservancy construction.
