摘要
建设社会治安防控体系是贯彻科学发展观和构建和谐社会的必然要求,而目前我国的社会治安资源并未充分开发,治安防控总体仍缺乏社会合力,影响了全社会齐抓共管治安格局的形成。因此,有必要研究和推进社会治安资源的开发、整合、运用,建设一个集打击、防范、控制、管理于一体,多层次、全覆盖的社会治安防控体系。
To construct the social peace order prevention and control system is the inevitable needs of carrying out the scientific concept of development and constructing the harmonious society. However, the social peace order sources in China have not been developed fully and the peace order prevention and control as a whole has still been short of social resultant force. This actuality affects the formation of the situation in which the whole society manages the peace order together. Therefore, it＇s necessary for us to study and promote the exploiture, the unification and the exertion of the social peace order sources, construct a multi - level and all - sided social peace order prevention and control system of incorporating the strike, prevention, control and management into itself.
