摘要
我国政府探索出了以"一案三制"为核心的应急管理体系,一定程度上实现了有效应对突发事件的管理。但政府应急管理中还存在应急资源利用不合理、不科学的问题,影响了突发事件的处理效果。而政府应急管理与治安资源的应用有对接的空间,治安资源的应用能够完善政府应急管理预案、强化政府应急管理中的基层化解、完善政府应急管理运行机制,以提高政府应急效能。
The Chinese government has figured out ＂one case three systems＂-centered emergency management system, which, to some degree, plays a role in effectively handling the emergencies. However, the government emergency management still witnesses irrational and unscientific emergency resources, affecting effective handling of the emergencies, There is much docking space between government emergency management and application of public security resources. The latter can improve the former in terms of pre-arranged planning, grass-roots level resolutions,improvement of government emergency management system and emergency handling effects.
