摘要
制定我国农村医疗保障法既有现实必要性,又有重要意义。农村医疗保障立法有助于提高农民对农村医疗保障的信任度,有助于农村医疗保障资金的筹集,有助于加强对农村医疗保障基金的监管,有助于理顺农村医疗保障管理体制。然而,目前我国农村医疗保障法律法规明显滞后于医疗保障事业发展需要,主要表现为:立法体系不完备,立法层次偏低,法规实施机制不健全。对此,我们要深刻把握立法规律,提高立法层次,完善法规体系,改进立法技术,积极推进我国农村医疗保障立法进程。
It＇s of practical necessity and significance to legislate on rural medical security. Legislation of rural area medical security is helpful for the enhancement of peasants belief to the rural area medical security, the fund raising, the fund supervision and the managerial system accordance. Whereas the legislation situation is obviously being dropped behind the needs of practical development. The current legislation situation of rural area medical security is the imperfectness of legislation system, the inferiority of legislation level, the weakness of legislation execution mechanism. Therefore, we should master the rule of legislation, elevate the legislation level, com- plete the legal system and improve legislation techniques in the legislation of rural area medical security.
