摘要
为了促进新型农村合作医疗制度在西部地区全面实施,并保持长效发展机制,对西部农户参加新型农村合作医疗制度的"出资难"问题进行探讨。指出西部农户经济收入低,现金收入更低,每年拿出几十元现金参加新型农村合作医疗制度确实存在一定压力。基于西部农村人才智力资本丰富的特点和比较优势理论,提出西部新型农村合作医疗农村人才智力资本出资模式创新,具体分析了农村人才智力资本出资的基本含义、构成要件及其激励机制等。
In order to promote the new rural cooperative medical care to implement comprehensively in the western regions, and to maintain the development mechanism with persistent effect, it analyzes the ＂difficult payment＂ for peasants to participate in the new rural cooperative medical care in western regions. It points out the peasants have certain pressure truly to participate in the new rural cooperative medical care with cash in western regions because of their low income and lower cash receipts. Based on the rich characteristic of intellectual capital in western regions and the comparison superiority theory, it proposes the intellectual capital payment for the peasants in western regions to participate in the new rural cooperative medical care, and studies the basic implication, constitution important document and incentive mechanism of the intellectual capital payment.
