摘要
秩序是人类生活的基础，也是人类生活的基本要求，没有秩序，人的行为、人的社会、社会生活、社会关系都将陷入无序状态，而规则是秩序的前提和保障。本文主要论述什么是规则?什么是秩序?规则与秩序的关系：规则是正常秩序的前提和保障；不完善的规则带来的是不公正、不合理的秩序；不遵守规则就会破坏秩序。
Order is not only the basis but also the primary requirement of human life 〉Without order , human behaviour . human society , social life and social relationship would fall into an chaotic situation . while rules are the precondition and guarantee of order. The text mainly demonstrates the relationship be- tween rules and order .rules are the pretext and guarantee of normal order. Rules with fallacy will result in unfair and unreasonable order; While failure to observe the rules will destroy the order to observe the rules will destroy the order .
