摘要 高校人力资源管理存在着资源配置不当、“唯学历论”等诸多问题,科学发展观的核心理念是“以人为本”,基于科学发展观的人才观必须牢固树立三个基本的科学人才观:“人才资源是第一资源”的观念;“以人为本”的观念;“人人都可以成才”的观念。这对高校人力资源管理具有重要的理论指导意义,应该加强在人力资源测评、人才选拔、人才培养和人才激励等方面的对策研究。 Presently there exist lots of problems in human resources management in universities, such as improper resource allocation and the idea of educational background foremost, etc. The very core of the views of scientific development is people oriented. In view of this, we must foster the three scientific thoughts about talented people, that is, firstly, human resource is the first resource, secondly, the idea of people-oriented, and thirdly the idea of "everyone can become a useful person". This is of great significance for its theoretical guidance to the management of human resources in a university. And research on countermeasures should be enhanced in the evaluation of human resources, talent scout, training and motivation of personnel, etc.
