摘要
美国联邦政府文官培训制度发展的历史,一方面表明政府逐渐以法律的形式将文官的培训法律化和制度化,另一方面也表明文官培训制度的发展促进了美国职业教育的变革。以公共管理学、教育学与心理学等多学科的角度讨论和研究美国文官培训制度的问题,揭示出美国文官培训制度的特点和发展趋势:即由职业培训向素质培训的转变。
This article discusses and studies development projects, training processes, and performance appraisals, education system and psychological factors of civil servants related to training in history, public administration, education and psychology. The author points out characteristics of training system of American federal civil service and its new trend： from professional training to quality training.
