摘要
随着技术复杂性的加强,技术的认知难度越来越大,客观地技术评价和技术评估的难度也在日益加强。本文从评价的哲学涵义入手,从把握价值主体需要的角度探讨温伯格准则关于价值主体需要的构建,从认识价值客体属性与功能的需要探讨技术复杂性的意义,从而提出温伯格科学选择准则在技术复杂性角度下的新阐释和在我国科技评价实践中的一些适用准则。
With the enhancement of complexity of technology, to cognize technology and to assess or evaluate technology objectively is more and more difficult. This paper proceeds with the philosophical meaning of assessment, to probe into constituting the needs of value-subject with Weinberg rule in the view of holding the needs of value subject, to probe into the meaning of complexity of technology in the view of the cognition the property and function of value-object. And then puts forward the expatiation of Weinberg science option rule in the view of complexity of technology and some applicable rules in the practice of S＆T assessment in our country.
