摘要
面临不断变革的形势,地方高校管理体制存在不少问题,集中体现在外部和内部管理体制两个方面。文章主要从三个方面来解决:从政府角度,管理的重心要进一步下移;从地方高校角度,必须正视现状,正确处理好行政权力与学术权力的关系,在实行校院两级管理模式下学院要逐步实体化。
This paper sets forth problems occurred in managing system of colleges in the light of education-reforming in our country continuously. The core of those problems lies in exterior and interior managing system. Thus, the paper suggests that we should figure them out from three parts. To the government, the central task of management should be transferred down pass. To colleges, we should face the reality and deal with relations between administrational power and learning power; thus, under the pattern of university -- college management, it should be substantiated step by step.
