摘要
我国“三农”中存在的主要问题,与现行的与市场经济要求不相符合的两权分离的土地制度密切相关。要解决我国长期存在的“三农”问题,使农业真正成为国民经济的基础,农民成为经济发展的动力,农村成为人与自然和谐相处的乐园,就必须彻底地改革现有的土地制度。实行耕者有其田的土地制度,是解决现有矛盾和使我国农业生产步入良性循环的重要前提条件,也是加强农村社会主义制度建设的重要内容。
The main issues of Sannon Issues existing in our country' are closely related to the present land system which is separate in two powers and is not accord with the demands of market economy . To solve the Sannon Issues to exist long in our country to make the agriculture really becoming the basis of national economy for the peasants becoming the motive force of the development of economy and the rural area becoming the paradise with the man and nature harmoniously getting along, the reformation of present land system is taken thoroughly. Achieving the land system of combination of two powers and owned by peasants is the important prerequisite to solve present contradiction as well as the important contents of strengthening the construction of socialism system in rural area.
