摘要
研究者们在积极探索提高政府绩效途径的同时,注意到冲突是政府中不可避免的一种现象,对政府绩效有很大的影响作用。重点阐述了冲突对政府绩效的影响取决于6个因素:冲突的类型;冲突的水平;冲突者的行动;政府对冲突的接受度;冲突双方目标的异同;影响冲突与绩效关系的中介变量。政府的领导者只有比较全面地了解这些因素,才可能积极主动地对政府组织内的冲突合理地加以管理和利用,以提高政府绩效。
When researchers are putting efforts to find approaches to improve the government performance, they realize that conflicts, which have great impact on the government performance, are inevitable as well. This article expounds that the impact of conflicts lies on six factors: the type of conflicts, the level of conflicts, the behavior of both sides who are involved in the conflicts, the government acceptance of conflicts, the similarities and differences of both sides, the medi-variances of the conflicts which affect the performance.
