摘要
本文通过对当代多民族国家族际政治生活的考察 ,揭示了民族共治是与民族自治同时存在的事实。民族共治有两个层面 :一是各民族对国家的共治 ;一是有关民族对民族杂居地区的共治。作者认为 ,所谓民族共治 ,就是在国家统一的前提下 ,由各民族共同造就的以共和为目标、以权益平衡发展为核心、以民族关系良性互动为宗旨的政治结构、运作机制和实现工具。作者指出 ,对民族共治现象进行理论阐释 ,证明其必然性和合理性 ,正确认识自治和共治的辩证关系 ,是建立完整的民族政治理论。
Through a study of the political life of ethno national communities in contemporary states, this article points out the fact that ethno-nation jointnomy co-exists with ethno-national autonomy. Ethno-national jointnomy consists of two levels: the ethno-national communities' joint government of their common country, and the relevant ethno-national communities' joint administration of the region, where different ethno-national communities live together.The author holds that the jointnomy built up by the various ethno-national communities within the same territorial unit is the most appropriate political structure, operational mechanism and tool for realizing republicanism, balanced rights and interests, and healthy interactions among different ethno-national communities, under the preconditions of national unity. An understanding of the necessity and inevitability of the jointnomy and the dialectical relationship between autonomy and jointnomy on the basis of theoretical explanations, is the prerequisite for creating an integrated theory of inter-ethno-national politics, and constructing rational ethno-national political mechanism.
